Southbound tunnel was built with an alternative entrance for maintenance and emergency vehicles, they also let buses use it. Northbound has no such facility.

Probably a permit they used.
With ANPR being used now both cash and permits are redundant. I'd imagine that GNE could negotiate discounted rates for buses?
