Another probably wrong prediction, but maybe they are planning on putting the 21 back to every 7/8 minutes soon and because the 21 will need an extra bus because of the Brandon extension, they have repainted 6331 into a new angel livery as it's currently not really needed the vehicle due to the x45/6 dropping in PVR. This is probably wrong, but worth a guess.
