I might have more sympathy for this position if he wasn't fond of making vacuous statements of little substance and lots of verbiage - much like his counterparts in local councils, who largely see transport planning as a PR exercise which can be peddled out and lapped up by the local rags; and his counterparts in bus companies dotted elsewhere around the country.
