Agreed. And in places like North Tyneside, where the area is relatively small and mostly flat, there's no real reason not to unless prevented by a condition which restricts mobility.

Not wanting to drift too off topic but I think theres a lot more barriers than just that. Lack of suitable cycle lanes, safety of the lanes, other road users etc.
The weather is a huge barrier for some and a lot of employers just don't have the facilities (showers etc) for cyclists to freshen up or get changed when arriving at work.
