The funding may have come recently, but the plans for the reopening of the line go back to the early 2000s. As far back as 2002 I was told by a professional railwayman that the line would be opened by 2005. Of course this did not happen, but the movement towards the reopening was in place at that time. In 2008 the South East Northumberland Rail Users' Group (SENRUG) ran an excursion on the line to promote its campaign which had already been running for several years. As I mentioned previously, this forum should not be used for political statements, and this is especially valid when statements are untrue and, in the case of your latest comment, speculative.
