I think that means GNE aren’t doing their proposal with the 1 because Nexus are funding something instead.
However it is rather disingenuous of GNE to suggest “no changes to the 25” when there is. People are losing a bus per hour!

• We consulted on extending this service to Eighton Banks, to partially replace service 25.
• Following analysis of our customer consultation responses, we engaged in further discussions with local authorities.
• There will now be no changes to service 25 between Eighton Banks and Newcastle, and as such the route of service 1 will remain unchanged.
This implies that the 25 remains 2 per hour Eighton Banks to Newcastle. Perhaps one bus per hour Newcastle to Eighton Banks (the one that would have been the extension on service 1) and one bus per hour Newcastle to Chester-le-Street.
