Yes but the congestion i mention above was caused by 100 electric cars ie the nissan leaf. so just because there is congestion does equate to loads of emmision. I've sat in my car trying to get over the tyne bridge with windows open and not had a problem. But ive also walked down blacket street towards the black garter for a pint and been coughing my guts up due to the stuff coming out of the buses along there.
