Totally depends. If the suggestions are in debate regarding the changes the thread is about and in direct critique of the changes, then from a personal perspective, I'd say discussions are welcome.

Some of the suggestions could even be operational ones such as interworking patterns etc.

Maybe......another thread could be created for service suggestions......but only in relation to changes that are due to take place or recently (within 1 month) taken place.
