The offer of over 10% (I've heard a figure of £14/hr, so a 10.7% raise from the current £12.65) isn't bad in the current climate, especially with inflation dropping, but I don't believe it was even put to members. 

A change from the past approach of them recommending members accept shockingly bad offers.
I know the current (useless) head union rep is retiring either this year or next, so he probably does not care about rocking the boat with Arriva now as his cushy little number is coming to an end soon. He recommended accepting 3% last year......
