Doubt it they serve total different bus stations and areas. It'll be upto Nexus what the numbers are (unless they take them on commercially).
There's been duplicate numbers before infact there is now with the two 51's.
The 11 only changed, I assume, as there was two 11's serving North Shields and around Royal Quays which was confusing especially the fact Stagecoach run both now.
