99 is waste of fuel would make sense for the 38 to return or the 61a to run all day by go north east
The swap of the 3 and 4 in Plains Farm will purely be a decision to allow a PVR reduction - I’d imagine the 4 has slack in its timetable whereas the 3 will be tightened up with the move to a 15 min frequency (currently 1hr 36m round trip, likely to move to 1hr 30m on new 15 min frequency), hence saving a PVR.
The Plains Farm diversion probably feels worse than it actually is - the 3 is timed to take 4 mins between the Prospect and the bottom of Grindon Lane, whereas the 4 is timed take 1 (ie difference of 3 mins).
All in all, I’d say these are a fairly sensible set of changes, considering the post-Covid recovery of the network in Sunderland and the need to generate revenue or cut costs by £millions to fund the recent (inflated) pay award for their staff.
