Clearly they’re carrying less concessionary travellers than pre-Covid and I would guess they’re now going to be paid for that level - this necessitates a cut back in the network to keep it performing at an acceptable level.

I suspect that is the point Arriva are trying to make, that the funding doesn't match the network expectation.
