Even without passenger feedback, any planner or commercial member should be aware that a change of 4mins can lead wait times of an hour.
I'd have hoped a holistic approach was taken, so that any changes and the associated impact on passengers (taking in to account all of the data they have access to) was looked at.
If it's not and they're relying on passengers to feed back about the inconvenience caused... No wonder they're crashing and burning.
