Now, surely it would have made sense for this to happen before now when Riverside was built? From my visits to Riverside, there was definitely scope for more departments to be based there.

An excellent opportunity to sell the land and try to mitigate those losses perhaps? 

Assuming it doesn't sit there like Chester has.
