I agree, surely rural areas are still saving quite a bit of money when compared to before the cap. For example I recall single fares in Northumberland being very expensive before the cap.
I also wonder if fares that were already stupidly expensive before will be changed to £3 now. A fare that was £2.70 probably would be around £3 if the usual increases had happened.
