I'm sure the VDL SB200 and Wright Streetlite have a small wheel diameter compared to the Temsa. Trying to find a photo of a Temsa with something along side to compare.

Looking at photos, the Temsa have full sized wheels when you compare how much panal space they take up compared to the lightweight chassis.

Good shout that actually, wonder if they're actually being allocated around wheels and it's actually (or was until the Enviro 200 MMC's turned up) and nothing to do with length unlike pretty much everyone else.

1xxx: Smaller Wheel, DF Vehicles
2xxx: Smaller Wheel, WF Vehicles
3xxx: ???
4xxx: Larger Wheel, DF Vehicles

Would explain the MPD's being in the 1xxx series and not the 2xxx series aswell. Obviously the Enviro 200 MMC's break it though now.
