if you note the days it's operating and the times, you will understand the full details - it's basically using the driver and bus that presently on Wednesdays, Thursdays and Fridays basically does just an afternoon school run due to the different finishing times for Stockton's school workings, while Saturdays it'll be an extra short duty for someone. It's TVCA-supported as part of a scheme to trial and expand the network and identify areas that could do with links like this. Also you are actually missing the bigger picture here - while it is a new link to the Hospital, you're missing out the fact this reintroduces the long-gone link from Port Clarence to Billingham Town Centre - one that, for now at least, gives them an hour and 40 minutes there.
