I suppose the issue is...what happens when the funding stops (to be fair that is an issue anyway). Do the councils need to find extra money above their normal budgets or do they think about new links which which won't need public support when the money dries up.

Unless there is a backstop, I can see a lot of BSIP funded services going by the wayside, even if they have proven some value.
