Seems to be seeing almost full loads whenever I have used it going into Newcastle from Saltwell Road recently, same coming back the other way.
To be honest, if you were doing that I'd say up it to every 40 minutes, with the 28 too but terminate either the 28 or 29 short at Ouston doing a loop around Urpeth Grange, a bus every 40 minutes is imo more than enough between Ouston and CLS around the world.
Be messy having a 45 minute service and an hourly service and two 45 minute services combining into a 22.5 minute service wouldn't be much better.
I don't know whether the timing would work, but it would be only 1 extra bus with a PVR 6 as it's a 2 hour round trip to do 28 -> 29 (Short) -> 29 (Short) -> 28
