The wording of this appears to suggest that A&A Coach Travel are taking over the operations of City Transport, using their vehicles, and that Mr Fairchild will be part of that operation.

I saw that the other day, and I suspect it's some sort of pre-pack administration. If I'm correct, I'd expect City to be put into administration, with a pre-pack already agreed for A&A to purchase the assets of City. TUPE would usually apply here.
