The issue is the award notice wording identifies each lot as a separate contract and gives the total aggregated value against each contract. Given they already have lot numbers and contract numbers for each service, seems mad they then give them further separate contract numbers and give the full "group bid" value for all three awarded contracts without any indication that they are linked. Obviously I dont know what they currently pay for these three contracts but can see this comes out at basically the same value as the estimated value £117k inc VAT actual cf. £119k inc. VAT estimate, so minor £2k saving on budgeted amount there. Presume the same applies to other contracts explaining the discrepancy in totals.
