It was opened in July 1974, apparently. 

So it would have, at the very least, under construction with some bits probably open: a bit like how the Metrocentre was opened in stages with the Red Quadrant opening first (in 1986), then the Green Quadrant, then the Blue and Yellow Quadrants with stuff like Metroland opening in 1988.
