No.
It was to improve traffic flow on the approach to the Tyne Bridge, especially as due to the renovation works it’d be down to one lane inbound.
2 lanes down to 1 is a better bottle neck that 4 lanes down to 1.
The bus gate whose signals would only be trigged by buses there, rather than a constant stream of general traffic means the flow from the highway isn’t disrupted as much.
The changes also make for a much more pleasant environment to traverse between the Bridges Quarter and the town centre, and certainly makes the ‘Old Town Hall Quarter’ much more appealing for redevelopment and future residents & businesses.
