Question though.... could the roof not have an additional say 3inches gap filled with water so if an engine fire occurs the 3 inch (void ) filled with water would soaken the rear upper deck seating area....
Also question needs to be raised about if there was a fire in the engine often in the rear of the bus the hammer or emergency exit is always at tge rear upper deck window... should the front be used as an emergency exit too ( I understand if there is a crash or topples over but also questions about being in a fire on the upper deck?

I'd assume the stairs is the alternative exit though for a DD bus, you'd have plenty time to get out if it's at the back.
