I can't help but think creating an underpass for a bus service between two housing estates is a bit overkill. Novel and progressive, sure, but we've all seen how bus improvement measures (such as the Wardley Bus Gate, Barmoor Hub, Centrelink...) are constructed with all the good will in the world; then are abandoned by operators when services are cut, withdrawn, need to save time etc. I feel this bus underpass, if built, will suffer a similar fate.
