It’s likely a combination of all of those factors. Keep in mind back in the day the 1/1A used deckers so the 301 is likely in a bit of a limbo between requiring deckers or singles

Fair enough, I just genuinely thought it would be more efficient for both schoolkids & GNE as it would make it easier for the higher frequency of passengers. But, if it's related to fuel efficiency then I can see why.
