There are a number of the 40s boards which actually do this by design, as the electrics can’t last the full day and they don’t have the capacity for any of the Nexus school work that’s built into the 40s cycle. This means that some do end up on expresses at peak time because they are scheduled to do that.
That said, misallocation directly is poor if that is the case.
