Network Rail don't want new level crossings and are actively trying to remove existing ones, and I would imagine the risk factor is too high on this bank.

Not sure if you've ever been down there, but coming back up hill, there's a kink in the bank, which combined with the often double-parking, can really obscure driver vision there. It's quite high traffic route, as it serves a lot of estates that branch off from it.

The other level crossing (Washington North) is getting a similar treatment to South Hylton option A, but I don't think it's clear what they're doing with the new proposed Cox Green alignment. They've still got three roads to cross, old alignment or new. Albeit a very low traffic volume.
