If it is a private and exclusive for HMRC only should it not show as Private Hire at the front or contract hire etc and why is the service funded by the taxpayer (council not central government) 

If it is private hire.... and you have a hidden disability etc .... was your disabled / concessionary pass accepted as payment? 

And not the private hire agreement?
