I believe it's one of those complimentary taxis GNE state on their website if a non-easy access bus prevents a wheelchair user from boarding. I've never heard of it being used for anything else, such as a private party.

Quite often used for Percy Main driver transport to/from North Shields. Have seen it heading towards Chester in the past though - again appearing to be employee transport:
