Even though I do agree with you and think there is overkill, I think it boils down to the location of those villages and their proximity to the town centre.
If you look at the likes of Bensham and Deckham, they have a very regular frequency of buses into Gateshead. The vast majority don't pick up/drop off too many in those areas - just like the ones through Biddick etc.
