Having buses slightly more quickly still take you to where you dont exactly want to go, at a time that still isn't really that convenient, possibly to then need to change to another bus to complete the journey, isn't going to change behaviour. "Deterring motorists" just deters them to an alternative route, or to an alternative destination if they have a choice.
