I guess it is allowed, as you can go into a Supermarket for a loaf of bread and it has gone up in price without any warning, so I don't think bus fares are any different.

But a bus company does not force you onto their vehicles. Alternatives are car, walk and taxi and in many places other bus companies and/or metro.
