The conditions aren't that strict that they can't be used on anything else from time to time.

Why waste a vehicle that isn’t being used? Yes they were purchased with a route in mind but they can be used on other services where required. The only exception per se is the fact that E400’s can’t be used on the Cleveland Expresses due to low bridges.
