I believe it's to do with concesionary passes. To separate 'local' and 'national' bus travel, passes are valid only on services which stop at least every 15 miles. By registering Testo's as a stop the X55 comes under this definition of 'local'.

It's the same reason why Transdev's Cityzap has a registered stop at an obscure Little Chef on the A64 and why Stagecoach Cumbria's X8, Catch 22's Red Rocket and Preston Bus's 830 all do/did not accept passes.
