Where does it say it 'will' be renationalised?

After reading it and re-reading it, it stated DOR are applying for certification incase the contract can't be extended and is essentially an option to fall back on, should talks fail...

It might just be me not seeing it with being tired, but if you could copy and paste the section you are referring to, it would be appreciated.
