I don't see why a value gap from 20 to 70 would be any different than from 70 to 21 - the difference is identical in both situations.
It's all about perception.
I'm sure it's completely different in the bus world, but in the car world, people look at the year on the plate rather than the actual registration date.
So both a 20 and 70 plate would be recognised as a 2020, but a 21 plate would be 2021. So say a vehicle is registered on the 28th Feb 2021 as a 70 plate, people would just naturally assume that it's a year older than it actually is just because it was registered a day before the switch.
