Ensign Bus 161-167 are the vehicles in question.
As a result, buses that were meant to go elsewhere didn't happen, I'm assuming these are 2 of those. I believe there was a few more due.

I don’t think it’s unreasonable that investment has been put on hold during the Pandemic and subsequent slow recovery.

Yeah, they was a batch down South somewhere that got cancelled at the same time, Leicester way rings a bell for the LEZ which ended up being buses switched around to get past it instead. There was rumours for an order at Ashington aswell but that was rumours, nothing concrete on that.
They have made some investment in the last year as there's the 20 plate Tourismo's at Greenline which some are sitting around now since they cancelled half the routes and a batch of 71 plate Volvo B8RLE MCV Evora for Luton Airport. Not much but it's a start.
