Indeed it is. I lay the blame squarely with Hartlepool Council. A bus company tries to provide an improved service and it took the council 9 weeks to put the inserts up on King Oswy Drive (at least) and still haven't put them up at the main town centre stop on Victoria Road.

The inserts at bus stops in hartlepool are under the control of connectteesvalley and not hartlepool council

I went to Hartlepool the other week and one of the flags on Victoria Road still had Pygalls service 230 on the bus stop.
Connect Tees Valley produce the inserts then distribute them to the individual councils and it s up to them to display them. I'm told they were sent out on time (CTV normally get 56 days notice of any changes anyway) but the council just sits on them. Just the same with Middlesbrough Council. The last round of changes Stockton Council actually gave the inserts and a key to Leven Valley and let them do it themselves!
Changes to Hartlepool service 6 from Sunday 4th January.

The Sunday to Thursday evening journeys between Hartlepool (Victoria Road) and Clavering will be withdrawn.

The last Sunday to Thursday journey from Hartlepool (York Road Stand A to Clavering will depart at 1848, returning from Clavering at 1907.

Daytime and Friday and Saturday evening journeys will continue unchanged

Temporary closures of Sunderland Road in Cauldwell, affecting Services 3, 30 and E2

From Monday 12 January 2015, South Tyneside Council will need to periodically close Sunderland Road (near Cauldwell Roundabout) to northbound traffic.

These temporary closures are to enable works to take place at a sewer located in the northbound carriageway just to the south of the Sunderland Road/ King George Roundabout.

The closure periods have been defined as between 08:00 and 18:00 Monday to Friday from Monday 12 January 2015, for around 2 weeks.

During periods of the closure, inbound Services 3, 30 and E2 will be diverted from Sunderland Road via Moor Lane and King George Road, re-joining normal routes at Cauldwell roundabout. Customers from the two bus stops located between Moor Lane and the Cauldwell Roundabout are advised to use the next/previous stops during the hours of work.

Outbound trips on Service 4, 30 and E2 will be able to follow normal routes, although all services in the area may potentially be delayed due to the presence of works traffic.

Clearly, whilst we will be endeavouring to operate all services in accordance with their published timetables, as well as continuing to liaise with our colleagues at South Tyneside Borough Council to mitigate any problems, due to the increased mileage required in operating the diversionary route, there is the potential that some trips may be subject to localised delays.

Stagecoach would like to apologise for any inconvenience these works authorised by South Tyneside Borough Council may cause, and we remain grateful for customers’ patience and understanding.

Changes were made a few years ago to change the timings by up to 5 minutes, and before I moved away from the Plains Farm area it seemed to assist with reliability.

Never use the services now, but I would guess it ultimately depends on which section of the route you are using. Stagecoach's timetable changes always seem to be taking a minute or two between two locations and adding them elsewhere, so it doesn't really assist reliability as a whole in the slightest.
Im afraid it doesn't help in the Seaburn area, even without roadworks on the coast.

Absolute disgrace cutting major bridge off yet again leaving so many areas without a bus service.
During Thursday 16 April 2015, Tatham Street in Sunderland will be closed to enable the construction of a speed table.
